A firefighter who rescued passengers in the Conrail-Amtrak crash that killed 16 people testified he smelled alcohol on the breath of an Amtrak assistant conductor. Lt. Richard Brooks, a Baltimore County firefighter, told investigators in Baltimore during the first day of the National Transportation Safety Board hearing on the Jan. 4 accident that he made the determination after talking briefly with a man he says was assistant conductor Sterling A. Spivey. Spivey said he did not consume any alcohol the day of the crash.
