Buchanan Successor Named

President Reagan completed a shake-up of his top staff today with the appointment of Thomas Griscom, a longtime aide to White House Chief of Staff Howard H. Baker Jr., to a familiar post with expanded powers.

The White House announced that Griscom will become assistant to the President for communications and planning and have broader responsibilities than the last communications director, Patrick Buchanan. Griscom, 37, was Baker’s press secretary in the Senate.
