Spending

The General Accounting Office reports (Times, March 29) huge cost overruns in major Pentagon weapons programs to the tune of $20.3 billion. Will President Reagan cry out derisively, as he did with reference to clean water and improved highway projects, “Spend, spend, spend!”? I doubt it.
