Italian Servicemen Push for Pay Raises--Quietly

ROME —
Thousands of Italian servicemen began a day of self-imposed silence Tuesday as legislators debated a Cabinet decree approving an increase in their salaries.
The servicemen said Monday, before embarking on their 24-hour silence, that they would refrain from all conversation and would talk only when it was essential for the maintenance of normal military activities.
