Saying there’s “no quick fix” for racially troubled Tampa, Fla., Mayor Sandy Freeman asked black community leaders to urge calm in the wake of rock- and bottle-throwing triggered by the death of a black man wrestled to the ground by police. The death Monday of Otis Bernard Miller, 35, was the fourth since November of a black man in which white police officers were involved.
