Federal regulators recovered more than $6.6 million last year from firms and individuals who cheated the Department of Housing and Urban Development in a variety of housing-fraud schemes, the Administration said. The money was collected in fines and restitution during the 1986 fiscal year. In addition, the Veterans Administration has recovered $1.6 million in criminal and civil penalties from mobile-home manufacturers in the last three years and $1 million in fines and restitution in the agency’s home-loan guaranty program. About $1.4 million will be credited to the accounts of an estimated 300 veterans who lost their homes through fraudulent schemes but are still paying back their loans.
