Reagan to Name Claremont Professor to Rights Panel

SANTA BARBARA —
President Reagan plans to appoint William Barclay Allen as a member of the Commission on Civil Rights, the White House announced Wednesday. Allen, 43, is a professor of government at the Claremont Graduate School at Harvey Mudd College in Claremont.
