* * “HANGIN’ TOUGH.” Waylon Jennings. MCA. Jennings made a big point in the liner notes on last year’s “Will the Wolf Survive?” album about how he was far more personally involved in choosing the songs than on most of his recent albums. Judging by the generally lackluster material on this one, it sounds as if he’s turned those duties back to someone else. What other explanation is there for anyone--much less a singer with Jennings’ country soulfulness--to record Sammy Johns’ puerile 1975 pop hit “Chevy Van”? It’s not all that mundane--”Between Fathers and Sons” is a bittersweet reflection of how the promises of youth often become the disappointments of adulthood. The rest, including a curious but affecting version of Gerry Rafferty’s “Baker Street,” only rarely tap Jennings’ considerable abilities. Well, there’s always next year.
