The Securities and Exchange Commission said it has barred three investment figures from trading. The SEC said Jan E. Brooks, who was a principal and director of the Wall Street brokerage firm of Brooks, Weinger, Robbins & Leeds Inc. until last October, had agreed in a consent decree to a four-year suspension from trading. William P. Satnick, a broker with Brooks Weinger until last October, and Marvin Hamburger were each suspended for five years. The SEC said the charges stemmed from activities when the three were partners in the now-defunct firm of Brooks, Hamburger, Satnick.
