Postmaster General Preston R. Tisch, in an unprecedented move, will open this week’s contract talks between the Postal Service and three unions representing 630,000 workers, starting today with the Mail Handlers. Tisch, whose appearance is aimed at heading off bitter conflicts that tore apart bargaining three years ago, will go to the table again Wednesday for the opening of talks with the American Postal Workers Union and the National Assn. of Letter Carriers.
