Airport executives complained about mounting congestion and chastised Congress and the Reagan Administration for not providing more expansion money while the aviation trust fund is running a $5.7-billion surplus. “The stockpiling of trust fund money is a major cause of passenger delays at America’s airports,” said Robert Aaronson, who heads the agency that operates the New York area’s three major airports. The executives were brought together by the Airport Operators Council International to lobby for the release of millions of dollars the group says is languishing in a special trust fund after being collected through airline ticket and aviation fuel taxes.
