Immigration and Naturalization Service Commissioner Harold Ezell proposed construction of a concrete wall north of the Mexican border near the Otay Mesa border crossing to stem the flow of illegal vehicle traffic. In the aftermath of the death of a baby and injuries to 18 people who were crammed into a van that crashed trying to elude Border Patrol units, Ezell and Border Patrol Chief Dale Cozart took reporters to an isolated area on the border where officials estimate that cars, sometimes running in seven-car caravans, cross daily.
