More than a quarter of a million pages from Richard M. Nixon’s Watergate files will be made public Monday, but they will not contain papers that the former President considers too personal for release. The files of John W. Dean III, White House counsel, and John D. Ehrlichman, Nixon’s domestic counselor, and those of three other top Nixon aides will be in the first series to be opened, the National Archives in Washington announced. The 252,000 pages come from what is called the Special Files, 1 1/2 million pages of the most sensitive documents accumulated by the Nixon White House.
