E. Peter Miller, vice president and counsel for government affairs for Ticor, has been elected a senior vice president. Miller previously served as deputy attorney general for the state of California, assistant resident counsel for Del E. Webb Corp., Phoenix, and vice president and corporate secretary at Kaufman & Broad Inc., Los Angeles.

Christine M. Diemer, deputy secretary of the state Business, Transportation and Housing Agency, has been appointed director of the California Department of Housing and Community Development by Gov. George Deukmejian. Diemer, a former deputy attorney general, will oversee housing policies and operations.

Daniel F. Jacobs has been named director of business development for Albert C. Martin & Associates. Jacobs comes to Martin from POD, Inc., Santa Ana, where he served as business development director. In his new position, he will direct all business development activities. He is a member of the Society of Marketing Professional Services.

Sharon Dyer has been promoted to vice president, sales and marketing, of Watt Homes Inc., a subsidiary of Watt Industries Inc. Dyer, who joined the firm in 1976, will be responsible for the sales and marketing of more than 1,200 residential units in Southern California. The properties are in Torrance, Palos Verdes and Walnut.

David B. Jackson has been appointed director of acquisitions for J. M. Martin Development, Newport Beach. Jackson will oversee land acquisitions and feasibility analysis for the firm.

Douglas C. Neff has joined O’Donnell, Brigham & Partners as partner of the newly formed O’Donnell Investment Partners. Most recently Neff was affiliated with the Kremer Co.

William C. Bierschenk, an investment specialist for Coldwell Banker Commercial Real Estate Services, has been awarded the Certified Commercial-Investment Member (CCIM) designation.

James R. Angus has been named vice president of the Los Angeles-based construction firm of Stolte Inc. Based in Atlanta, Angus will oversee operations in the Southeastern United States.
