EPA officials will board a barge loaded with New York garbage while it is anchored off the southern tip of Florida, the Coast Guard said. Petty Officer Fred Kephart in New Orleans said that the scow, containing 3,000 tons of trash, was 12 miles south of Key West and the operator of the tug pulling it had asked permission to anchor there. He said that Environmental Protection Agency officials based in Miami will inspect the load of rotting refuse from Islip, Long Island, which has been barred by other coastal states and Mexico and Belize. Meanwhile, Rep. Thomas Luken (D-Ohio) said he would call a hearing on the situation.
