An unpublished survey commissioned by the government shows that more West Germans believe that Soviet leader Mikhail S. Gorbachev is working for peace than President Reagan, a West German newspaper said. The conservative Welt am Sonntag said Chancellor Helmut Kohl’s government is keeping under wraps a 70-page survey it commissioned from the Allensbach Institute, a respected polling and demographic research organization. The newspaper said the survey shows that 49% of West Germans polled believe that Gorbachev is “really striving for peace,” compared to 46% for Reagan. The poll also found that most citizens want Bonn to treat Moscow and Washington equally.
