Soviet leader Mikhail S. Gorbachev will call later this month for the withdrawal of all foreign troops from “the sovereign states of Europe,” the West German newspaper Bild reported. It said that the United states, Britain and other members of the North Atlantic Treaty Organization have been advised by their intelligence agencies that such a proposal is imminent and are preparing their response. Bild said Gorbachev’s proposal is in East Berlin on May 28. The plan would require the withdrawal of 325,000 U.S. troops from Western Europe but would leave Soviet troops within easy reach of bases in allied nations in Eastern Europe.
