James T. Seaburn was named president and chief operating officer of Santa Fe Springs-based Powerine Oil Co. Seaburn previously was a senior principal with the consulting firm Parvin & Gertz and manager of its Los Angeles office. Also, Scott Mitchell has joined the firm as vice president-marketing. Mitchell formerly was vice president of the West Coast division of Tauber Oil Co.
