Assembly OKs Border Sewage Agency Bill
The Assembly on Thursday approved legislation that would create a new agency to control pollution flowing across the border from Mexico into San Diego and Imperial counties.
The International Border Pollution Control Authority would have 11 voting members--nine elected officials from the two counties and a state assemblyman and senator.
The authority would plan for, construct and operate pollution control projects independently or in cooperation with Mexico or other U.S. agencies.
The bill, by Assemblyman Steve Peace (D-Chula Vista), is paired with a measure by Assembly Speaker Willie Brown (D-San Francisco) that would authorize a $150-million bond issue to fund the construction and operation of facilities to overcome, reduce or reverse the effects of the wastewater.
Peace’s bill was approved by a vote of 54-20. It now will be considered by the state Senate.
