The prosecutor in the grand larceny and fraud trial of former U.S. Labor Secretary Raymond J. Donovan repeated his charge that Donovan changed his position in sworn statements to cover up his role in a scheme to defraud the New York City Transit Authority. In closing arguments, Stephen R. Bookin, assistant district attorney in the Bronx, also said that Donovan and his co-defendants “always” intended to steal funds from the authority by using a phony minority firm to qualify for construction work on a $186-million subway tunnel. Donovan and five others are accused of stealing $7.4 million from the city agency.
