A judge heard claims that toxic waste may lurk in 3,100 tons of garbage aboard a homeless barge and banned the floating dump from unloading until New York state conducts a complete health inspection. State Supreme Court Justice Angelo Graci refused to let the barg1696621679Department of Environmental Conservation failed to supply a full report on the waste, which has traveled 6,000 miles from New York to the Bahamas and back in search of a place to unload its cargo.
