Disarmament

Is it possible to draw an analogy of the futility of arms reductions by comparing the world conference on naval disarmament in the 1920s, and the forthcoming disarmament conferences in Europe, which will still leave the world open to destruction relative to current conference disarmament projections?

I’m a 21-year-old college student, and it all looks futile to me!
