Francois Mitterrand, the first French president to visit Quebec since Gen. Charles de Gaulle soured Franco-Canadian relations 20 years ago, continued his mission of diplomatic reconciliation in a speech to Quebec lawmakers. Mitterrand told Quebec’s National Assembly that the French-speaking province was “linked by the heart,” but he made no reference to De Gaulle’s cry of “Long live free Quebec” during a state visit here in 1967. Mitterrand arrived in Quebec from Ottawa, where he emphasised “a new page” in relations between Canada and France.
