A nearly two-week old restraining order that had blocked a barge of garbage from docking in New York was lifted by a judge. But a New York City administrative order prevents the barge from coming in until a plan for disposing of the 3,100 tons of waste is approved by city officials, Justice Angelo Graci said. The garbage was refused for dumping in six states and three countries. Islip has accepted the waste under a plan permitting expansion of its dump, but the logistics of getting it there are being worked out.
