A federal appeals court refused to put a hold on new cable television rules, allowing requirements to take effect that cable companies carry a minimum number of local TV stations. The Federal Communications Commission’s “must-carry” rules will go into effect Wednesday, while the court reviews appeals. The rules also require current cable television subscribers to buy a $5 switch to receive stations dropped by cable companies.
