Will attend a Los Angeles Area Council Boy Scouts of America dinner honoring him Thursday. Assembly Floor Action:

Tenants: Passed and sent to the Senate on a 41-34 vote a bill (AB 893) by Assemblyman Lloyd G. Connelly (D-Sacramento) that would give tenants who are ordered to leave a rental unit an additional five days to vacate the premises if they are notified by mail rather than in person.

Tire-Burning: Passed and sent to the Senate on a 42-27 vote a bill (AB 514) by Assemblyman Steve Clute (D-Riverside) to ban new tire-burning plants in urban areas while the state conducts a study on alternative uses of old automobile tires. The intent of the bill is to help reduce air pollution. Bill Introductions:

Homeless: Assemblyman Richard Polanco (D-Los Angeles) introduced a resolution (ACR 74) requesting the governor to hold meetings with local officials and other interested parties to develop solutions to problems facing homeless persons in Los Angeles County. Senate Floor Action:

Blood: Passed and sent to the Assembly on a 25-4 vote a bill (SB 1008) by Sen. John Doolittle (R-Citrus Heights) to permit blood donors to designate their blood for specific recipients, such as relatives or friends, as long as the blood is compatible and physician approval is obtained. The bill is designed to help stop the spread of AIDS by blood transfusions.

Wiretapping: Passed and sent to the Assembly on a 24-3 vote a bill (SB 83) by Sen. Robert Presley (D-Riverside) to allow wiretapping with court approval for certain specific crimes, such as murder and major drug transactions.

Japanese: Passed and sent to the Assembly on a 30-3 vote a resolution (SJR 21) by Sen. Ralph C. Dills (D-Gardena) urging Congress to enact laws to compensate Japanese-Americans who were sent to internment camps during World War II.

Indirect Initiatives: Passed and sent to the Assembly on a 21-11 vote a bill (SB 1201) by Sen. Gary K. Hart (D-Santa Barbara) to require the Legislature to consider and vote on a proposed initiative when 80% of the signatures needed to qualify it for the ballot are collected. Proponents could either accept the legislative decision or continue their efforts to place the issue before the voters. Bill Introductions:

Parole: Sen. Daniel E. Boatwright (D-Concord) introduced a bill (SB 1691) to prohibit the early parole of violent criminals for “good time” prison credit. Such a law would have prevented the recent release of mutilator-rapist Lawrence Singleton.
