About 4,100 production and maintenance employees at a federal nuclear weapons plant and laboratory in Oak Ridge, Tenn., rejected a contract package, stopping production at one facility, officials of Martin Marietta Energy Systems Inc. said. Picket lines went up at the Energy Department installations after delegates from 17 unions represented by the Atomic Trades and Labor Council voted 23 to 20 against the offer. The strike stopped production at the Y-12 plant, though it will stay open, and forced technicians to assume strikers’ duties at the Oak Ridge National Laboratory, a company spokeswoman said.
