Immigration Consultants: Passed and sent to the Senate on a 73-0 vote a bill (AB 426) by Assemblyman Charles M. Calderon (D-Alhambra) to make it a felony for a second offense by an immigration consultant convicted of making misleading statements or promises to a client. The penalty would be a prison term of up to three years and a fine of up to $10,000.

Atom Smasher: Passed and sent to the Senate on a 60-4 vote a bill (AB 185) by Assemblyman Sam Farr (D-Carmel) to authorize the state to sell revenue bonds to raise money as a means of persuading the federal government to locate a $5-billion super-collider atom smasher in California. More than 30 other states are seeking the same project.

High School Sex: Passed and sent to the Senate on a 51-10 vote a bill (AB 2170) by Assemblywoman Teresa Hughes (D-Los Angeles) to require the state to develop a video to be shown to teen-agers in grades 7-12 that carries the message, “It’s OK to Say ‘No’ to Sex.”

Train: Passed and sent to the Senate on a 66-8 vote a bill (AB 1839) by Assemblyman Richard Katz (D-Sepulveda) to set up a commission empowered to build and operate a high-speed train between Southern California and Las Vegas.

Health Insurance: Passed and sent to the Senate on a 63-11 vote a bill (AB 600) by Assemblyman Phillip Isenberg (D-Sacramento) to create a state catastrophic health insurance program for persons who have been turned down by private insurance companies.

Lemon Autos: Passed and sent to the Senate on a 54-20 vote a bill (AB 2057) by Assemblywoman Sally Tanner (D-El Monte) to require the state to set up a program to certify arbitration programs run by automobile manufacturers to assure that purchaser complaints are being treated fairly and properly.

College Rapes: Passed and sent to the Senate on a 48-19 vote a resolution (ACR 46) by Assemblyman Tom Hayden (D-Santa Monica) requesting all colleges and universities to provide counseling for rape victims and to take disciplinary action against rapists in addition to any criminal proceedings that occur.

Frogs: Passed and sent to the Senate on a 43-24 vote a bill (AB 2507) by Assemblywoman Jackie Speier (D-South San Francisco) to create a high school students’ “bill of rights” that would allow pupils to refuse on moral grounds to take part in animal dissections in biology classes, provided the students agree to alternative projects. Senate Floor Action:

Rent Control: Passed and sent to the Assembly on a 24-8 vote a bill (SB 692) by Sen. Barry Keene (D-Benicia) to prohibit local governments from imposing rent controls on commercial properties. Residential properties would not be affected.

AIDS: Passed and sent to the Assembly on a 34-1 vote a bill (SB 1004) by Sen. John Doolittle (R-Citrus Heights) to add a three-year prison sentence for anyone convicted of rape, sodomy or oral copulation while he or she knew that they were infected with AIDS.
