William F. Buckley and Bob Strauss, former chairman of the Democratic National Committee, will host the two-hour session to take place before an audience of 2,000 in Houston.

Expected to appear on the program are Gov. Bruce Babbitt (Ariz.), Sen. Joseph R. Biden Jr. (Del.), Gov. Michael S. Dukakis (Mass.), Rep. Richard A. Gephardt (Mo.), Sen. Albert Gore Jr. (Tenn.), Sen. Paul Simon (Ill.) and the Rev. Jesse Jackson.

Buckley will question the Republican presidential hopefuls on a similar program in September.
