One man was reported killed and three injured in Haiti in a general strike and street marches called to protest an electoral decree that further empowers Haiti’s ruling council. The capital of Port-au-Prince was paralyzed as hundreds of people marched downtown. They shouted anti-government slogans, then stoned the state radio station. The strike was also reported successful in the towns of Gonaives, Les Cayes, Jacmel, Petit Goave and St. Marc. The crisis was seen as the most serious since February, 1986, when longtime Haitian dictator Jean-Claude Duvalier was driven into exile.
