Indian Prime Minister Rajiv Gandhi is scheduled to arrive in Moscow today to open a major Indian cultural exhibition, designed to enhance relations between the countries. Gandhi will inaugurate the “Festival of India,” a year-long, $12-million exhibit of treasures. Previous “Festivals of India” in the United States and Europe have been immensely successful, but there has been criticism of the costs involved, as well the dangers involved in transporting irreplaceable art objects.
