Warner Communications has appointed Martin D. Payson to its office of president. Payson, who has been with Warner since 1970, had been executive vice president and general counsel since 1982.

Payson joins Deane F. Johnson and Bert W. Wasserman in the Warner office of the president. The appointment was announced by Steven J. Ross, Warner chairman and chief executive.
