In the article, “Let’s Avoid More Energy Hysteria,” (Editorial Pages, June 2) the author says America should save the oil offshore and in the coastal plain of the Arctic National Wildlife Refuge “for the time when we really do need it.”

He apparently means we should wait for that moment when the gas lines form, or when prices dictate that gasoline is only for the wealthy. Unfortunately, such a shortsighted approach would leave us with too little time to conduct an environmentally sound program of exploration and development. That is when people react by demanding energy without regard for environmental consequences. Even Rep. Leon E. Panetta (D-Monterey) recognizes the seriousness of this problem.

The Reagan Administration is too concerned about the coastal environment and the rich wildlife resources in ANWR to sit idly by and allow that to happen. That is why we propose orderly and environmentally sound exploration and development both offshore and at ANWR beginning now, so that we have the time to look for potential domestic energy resources and protect the environment at the same time. Under the best of circumstances oil production could not commence from remote frontier areas for at least 10 years. The oil would be produced, for the most part, in the first quarter of the next century.

Energy conservation and renewables are important, but even with draconian conservation measures, our nation’s economy, and California’s, will still need oil as lifelines.

We do not believe in gambling--not with the environment, not with the resources, and not with the economic and national security of America. Nor do we advocate a “hysterical” approach like that of the author which plays right into the hands of OPEC.
