Foes Can’t Halt Gulf Filibuster
Senate opponents of President Reagan’s Persian Gulf policy admitted today that they lack the votes to end a Republican filibuster of a resolution criticizing the plan.
“I would doubt it,” said Sen. John Kerry (D-Mass.) in answer to a question about whether Democrats can win the vote now scheduled for Wednesday morning. Kerry and other supporters of the resolution need 60 votes to win a so-called cloture vote, which is necessary to end the unlimited debate that is permitted under Senate rules.
