Years of anxiety for Nicaraguan refugees ended as Atty. Gen. Edwin Meese III signed an order liberalizing immigration standards for 200,000 Nicaraguans in the United States, including those whose asylum requests had been turned down and faced deportation. The order stipulates that no Nicaraguan who has a well-founded fear of persecution will be deported. Meese directed officials of the Immigration and Naturalization Service to “encourage Nicaraguans whose claims for asylum . . . have been denied to reapply for reopening or rehearing.”
