Israeli Defense Minister Yitzhak Rabin sent troops to prevent bulldozers from starting work on a new Jewish settlement on the Israeli-occupied West Bank as ordered by Industry and Trade Minister Ariel Sharon, settlers reported. Rabin is a member of the Labor Alignment, which opposes new settlements, while Sharon belongs to the Likud Bloc, which favors them. The site, near the Arab town of Tulkarem, was one of two pledged for immediate settlement by Likud Prime Minister Yitzhak Shamir in talks last week with the right-wing Tehiya party. However, defense sources said no request was made for the necessary building permits.
