Local News in Brief : Remaining 2 Counts Against Officer Dropped in Scout Case

The Ventura County district attorney’s office Monday dropped the last of two felony charges against a former Simi Valley police officer accused of sexually molesting a 16-year-old female Explorer.

Timothy D. Campbell, 32, was charged in April with statutory rape with a foreign object and sexual battery stemming from an alleged liaison with the girl in December, 1985. He subsequently was fired.

The rape charge was dismissed last month when prosecutors realized the law upon which it was based did not go into effect until the beginning of 1987, 13 months after the incident allegedly occurred.

The sexual battery charge was dismissed Monday in Ventura County Superior Court, said Deputy Dist. Atty. Charles W. Campbell Jr. He said the charge requires that the crime be committed against the will of the victim, and prosecutors did not believe they could prove the officer forced himself on the girl.

“As far as we’re concerned, that’s the end of the criminal investigation,” Campbell said. He added that it would be up to Simi Valley police to pursue the case further.

“There will be no effort by the Police Department to refile charges,” Lt. Rick TerBorch, Simi Valley Police Department spokesman, said Monday.

However, TerBorch added that Campbell would not be reinstated. The officer is appealing his dismissal through city channels.
