About 20 protesters demanding that more Jews be allowed to leave the Soviet Union chained themselves together in an effort to block visiting Soviet diplomats from leaving their hotel in Tel Aviv. Police cut the chains and arrested two demonstrators. One demonstrator was dragged away after climbing atop an automobile carrying the chief of the delegation, Yevgeny Antipov. The eight visitors are the highest-ranking Soviet officials to visit Israel since the Kremlin broke ties with Israel 20 years ago. They came to survey property belonging to the Russian Orthodox Church and to renew passports for Soviet citizens.
