The Interior Department has placed a hold on its plan to trade away oil rights in a portion of the Arctic National Wildlife Refuge, a department official said. Assistant Secretary William Horn said officials want to discuss the land-exchange plan with congressional leaders, some of whom have criticized it. Under the plan, several native Alaskan corporations would gain oil rights in the refuge in return for giving the government oil rights on 891,000 acres they own in seven other wildlife refuges.
