Four people, including Kathleen Turner’s New York real-estate maven husband Jay Weiss have agreed to pay a $70,000 penalty to settle charges that they circumvented New York rent stabilization laws with a complex sublet scheme. Weiss was described by authorities as the kingpin of the operation, which allowed the group to collect illegally high rents by renting to fictitious tenants, then subletting the apartments to others at rents higher than those permitted by law.
