The North Atlantic Treaty Organization proposed new talks with the Warsaw Pact on cutting conventional forces within the European security process, diplomatic sources said. The proposal was presented at a meeting of NATO and East Bloc members, who have been holding informal contacts in Vienna since February in connection with the 35-nation Conference on Security and Cooperation in Europe. Western diplomats said the talks would be directed at eliminating military inequalities and reducing the possibility of a surprise attack by either side.
