The Federal Aviation Administration released figures showing that flight delays of 15 minutes or more caused by air traffic control problems decreased at 13 of the nation’s busiest airports in the first six months of the year, compared to the same period a year ago. But the agency said that at some airports the number of delays soared. The number of delays per 1,000 flights more than doubled at the airports in Atlanta, Los Angeles and Philadelphia.
