Four Sikh gunmen killed a Hindu city councilman and the brother of a colleague at their homes in New Delhi, and the army was placed on alert in the Indian capital, officials said. The victims were identified as city councilman Hansraj Sethi, 54, a member of the Hindu-dominated Indian People’s Party, and Sudarsh Munjal, 27, brother of another councilman.
