Soviet Foreign Minister Eduard A. Shevardnadze, arriving in Geneva for talks Friday with the chief U.S. arms negotiator, Max M. Kampelman, said that obstacles remain to a U.S.-Soviet agreement on mid-range missiles but “they are not insurmountable.” Shevardnadze and U.S. Secretary of State George P. Shultz are scheduled to meet next month in an effort to complete an accord on eliminating most mid-range missiles from Europe. He said the two sides are also moving toward an agreement on banning chemical weapons.
