Carolyn P. McMonigle, formerly assistant vice president of the Health Care Financing Group for First Interstate Mortgage Co., Pasadena, has been promoted to vice president. The firm is a subsidiary of First Interstate Bancorp and has a consolidated servicing portfolio of $10 billion in loans.

Fred M. Arbuckle has been appointed vice president of forward planning for the Southern California Division of Leisure Technology Inc., Oceanside, a developer of adult and retirment housing. Arbuckle will be responsible for land acquisitions and governmental processing of projects in Southern California.

Malissa Parker Forry has been named director of business development of Craig Combs Associates Architecture/Interiors, Newport Beach, where she will be responsible for sales, marketing, public relations, advertising and promotional activities for the firm.

Deyo P. Breen has been appointed president and chief operating officer of Covington Technologies, Fullerton.
