A tropical depression formed suddenly in the Gulf of Mexico and surprised forecasters issued tropical storm warnings for the Texas and Louisiana coastline. Winds at the center were 35 m.p.h., with conditions right for them to build to 50 m.p.h. That would make the weather system the first tropical storm--to be dubbed Arlene--of the 1987 Atlantic hurricane season. “We’re not certain of its strength,” said forecaster Hal Gerrish of the National Hurricane Center in Miami. The system is expected to hit Texas within 24 hours.
