Portuguese Prime Minister Anibal Cavaco Silva appointed a youthful Cabinet in forming the nation’s 17th government since democracy was restored in 1974. The Cabinet was announced immediately after President Mario Soares formally appointed Cavaco Silva to head a new government. Cavaco Silva led a minority government that collapsed in April, but his Social Democrat Party won an unprecedented majority in Parliament in July 19 elections. Ten of the 15 ministers in the new government are younger than 45, and three are in their 30s. Cavaco Silva, 48, also created the post of youth minister.
