Norwegian Seeks NATO Post

BRUSSELS —
Norway has nominated former Prime Minister Kare Willoch as the next secretary general of the 16-nation North Atlantic Treaty Organization, a NATO official said today.
The only other candidate for the post, to be decided in December in Brussels, is West German Defense Minister Manfred Woerner, 52. Willoch or Woerner would succeed Britain’s Lord Carrington, who has said he plans to step down when his four-year term expires next June.
