President Reagan signed legislation banning all flights below the rim of the Grand Canyon, where a collision of an airplane and a helicopter killed 25 people last year. The measure directs the Interior Department to work with the Federal Aviation Administration in controlling crowded skies over the popular tourist attraction. The bill also imposes immediate restrictions on air tours over two other parks, Yosemite National Park in California and Haleakala National Park in Hawaii, limiting how low the planes may fly over the parks.
