Arlene, the first hurricane of the Atlantic season, was downgraded to a tropical storm after its winds slowed to 70 m.p.h., and forecasters predicted the storm would weaken further. At 6 p.m. EDT, the storm was centered about 700 miles north of the Azores Islands off Portugal and moving toward the northeast at about 40 m.p.h., said an advisory issued by the National Hurricane Center in Coral Gables, Fla. It was expected to slow and turn east within 24 hours. Meanwhile, tropical depression Bret was downgraded to tropical wave status.
